 One thing that helps is use an tool, in digital art, ferramenta aplicative, software. That have others users, not because the tutorials that you can find but, because many users is already an community, do the tool that for the users or not.

Sometimes when someone look for an artist would look for someone that understands art, and that person would trust and know the famous tools and who work with it.

With internet you can even receive an invite to work for someone from another country.

So if you work with a tool that artists doesn't got involved you can became invisible. And doesn't matters you are in the right city.

So people that need someone to make art only don't look for professionals in these communities when they doesn't exist.

So before you look for an artist by the technique that he-she uses. Because something knew is an risk, is in tests could became a failure.

So a person that need a work, isn't an art lover but someone that need an sure of attention work, had arts that people even turn the head, because thought that was for any reason offensive, like weird choice of colors!
